The Program Director will work regularly in communities, and with businesses, leaders in state agencies, and nonprofits. The overarching objective for this role is to ensure the success of our Beginning Farmer and Rancher Development project and Resilient Food Systems Infrastructure project.

This full-time position (37.5 hours/week) is primarily remote, with regular attendance at in-person meetings and events across the State of Rhode Island expected. The Program Director reports to the Associate Director, and is jointly managed by the RIFPC and RI Department of Environmental Management. This position will work closely with RIFPC staff, RIDEM staff, RI Commerce staff and other state agencies, as well as RIFPC Council members, and diverse food systems stakeholders on food business-related issues. This position is funded through June 30, 2026, to be extended subject to availability of funds. 

Responsibilities

  • Ensure the success of RIFPC’s Beginning Farmer & Rancher Development program, Advancing Equity in Capital Access for Beginning Farmers, by leading a core group of business service providers and partners from historically underserved communities to:
    • Review, adapt, and develop capital access curriculum;
  • Deliver workshops and 1:1 business coaching;
  • Coordinate farm business networking and peer-to-peer events;
  • Coordinate funder matchmaking events; and
  • Recruit farms from target audiences to participate in technical assistance offerings,
  • Ensure the success of the Resilient Food Systems Infrastructure (RFSI) program in accordance with the RI Department of Environmental Management by:
    • Developing a robust suite of technical assistance offerings for food businesses, and directly providing business technical assistance;
    • Assessing supply chain needs and opportunities to benefit agricultural producers;
    • Providing innovative yet practical planning for the aggregation, processing, manufacturing, storage, transportation, wholesaling, or distribution of food;
    • Coordinating and/or facilitating general informational websites, webinars, conferences, trainings, plant tours, and field days;
    • Coordinating and communicating with partner organizations and networks in the state and region to ensure all of the above activities are integrated with partner offerings; and
    • Supporting RI Department of Environmental Management as requested toward ongoing success of RFSI program.
  • Support Associate Director on regular grant tracking, evaluation, communication, and reporting
  • Identify emerging issues/opportunities related to food business and work across sectors to convene key stakeholders and collaboratively develop action plans to address them
  • Participate in RI Food Policy Council staff and Council meetings and activities as requested by the Associate Director and the Executive Director

Qualifications and Skills

  • 8+ years of relevant, progressively responsible project management experience
  • 5+ years of professional facilitation experience, especially working with culturally and economically diverse populations
  • Proven ability to identify emerging challenges in complex environments and find stakeholder-driven solutions to address them
  • Experience leading new and/or scaling programs and overseeing multiple contracted scopes of work

The Program Director reports to the Executive Director and works closely with RIFPC staff, RIDEM staff, commercial and community composting entities, as well as RIFPC Council members and diverse food systems stakeholders. This position is currently funded for one year, with extensions subject to the availability of funds. 

Responsibilities

  • Grow food waste composting volumes by supporting RI municipalities in learning about and implementing food waste diversion strategies including municipal composting programs
    • Educate at least a dozen municipalities about strategies for reducing tipping fees and climate footprint by increasing food waste composting through a variety of outreach techniques
    • Identify two or three municipal leaders interested in potential site exploration, availability, and financial impacts, and connect them with potential commercial composting providers
    • Support municipal identification of funding needed to support robust and equitable municipal composting program start-up in targeted communities
  • Raise the importance of food waste composting and support efforts to increase food waste composting at the state level through the creation of a Statewide Food Waste Solutions Action Network and a Statewide Food Waste Solutions Action Plan
    • Establish a Statewide Food Waste Solutions Action Network, with key objectives of this network to be developing and implementing a -statewide, 5 to 10-year plan to reduce wasted food and increase composting in Rhode Island through an open and collaborative process
    • Facilitate the Network in creating and distributing a Statewide Food Waste Strategic Plan by the Network, integrated with related state plans (including the RI Comprehensive State Waste Management Plan)
  • Advance policy that supports increased municipal, commercial, and on-farm/community garden food waste composting by educating state lawmakers about high-priority policies to address food waste and advocate for their passage into law, including strengthening composting regulations.
    • Support Council prioritization of state legislation related to climate and environmental issues, focusing on legislation to strengthen composting regulations through the Council’s established “Work Group” structure and implementation of associated education and advocacy tools (e.g., legislative roundtables, letter writing and testimony coordination, coalition-building, cultivation of legislative champions, etc.)
  • Identify issues/opportunities related to climate and environment across the agriculture, fisheries, and food sector, and convene key public, private, and nonprofit stakeholders to develop action plans to address them
  • Support Executive Director on regular grant tracking, evaluation, communication, and reporting
  • Participate in RI Food Policy Council staff and Council meetings and activities as requested by the Executive Director
  • Center equity and inclusion in both process and outcomes across all responsibility categories

Description

The Center for Science in the Public Interest (CSPI), the nation’s leading, independent authority on food and nutrition, seeks a Policy Associate with expertise on the Supplemental Nutrition Assistance Program (SNAP) and the charitable food sector (the network of food banks, food pantries, and other meal programs in the U.S.).  This position is part of a team working to examine and strengthen the public health impacts of the U.S. federal nutrition and food safety net programs. 

The Policy Associate will contribute to projects aimed at ensuring that SNAP participants have adequate purchasing power for nutritious food and reducing barriers to accessing and utilizing SNAP. The ideal candidate will be knowledgeable about SNAP policy related to Disaster SNAP, SNAP fruit and vegetable incentives (GusNIP), and the charitable food system, and have an interest in policy making related to creating healthier food environments. 

This position reports to the Senior Policy Associate and the anticipated start date is late February 2024. CSPI’s office is in Washington, DC, where we offer a hybrid work environment, but many of our staff work remotely at locations across the US. We will consider DC-based or remote applicants within the US. As a public health organization, CSPI makes efforts to maintain a safe workplace for employees and visitors. We require all employees to be up to date with their COVID-19 vaccines as soon as they are eligible, and the vaccine is available to them. Proof of vaccination is required during the onboarding process. 

Essential Duties and Responsibilities 

  • Serve as the issue expert on state and federal policies related to increasing purchasing power for SNAP participants. This may include strengthening and expanding SNAP incentives for fruits and vegetables, exploring a strategy for integrating incentives onto Electronic Benefit Transfer (EBT) cards, increasing SNAP benefit levels, exploring expansion of allowable foods, and economic support policies. 
  • Serve as the issue expert on state and federal policies related to expanding SNAP utilization. 
  • Provide subject matter expertise and technical assistance to state/local partners across the country leading campaigns to strengthen SNAP incentives and expand utilization. 
  • Monitor federal SNAP and charitable food sector policy developments and support advocacy opportunities. 
  • Monitor scientific literature relevant to your issues to inform policy positions and advocacy strategies.
  • Write and publish materials to advance CSPI’s healthy food access work including fact sheets, case studies, public comments, op-eds, blogs, social media, project and grant reports, and other resources. 
  • Build strong partnerships with advocates and coalitions, particularly leaders in the SNAP policy space, mobilize grassroots advocates, and use social media in support of food and nutrition policies and programs. 
  • Represent CSPI in coalitions, at conferences and meetings, at public hearings, and with policymakers and the press. 

Qualifications  

The ideal candidate would possess: 

  • Advanced degree (e.g., MPH, MPP) and at least 3 years of programmatic or public policy experience; or bachelor’s degree and 5 years of public policy or other relevant experience. 
  • Lived experience with food safety net programs like SNAP, WIC, or the charitable food system preferred. 
  • Basic knowledge of evidence-based food and nutrition recommendations for health preferred. 
  • Experience working in and alongside food security, food justice, social justice, BIPOC, LGBTQIA, and other diverse communities. Ability to build strong relationships with a wide array of stakeholder groups. 
  • Excellent communication skills with the ability to speak effectively and persuasively.

Compensation 

The salary range is $58,000 to $70,000, based on experience. Summary: The Trauma Systems Therapy – Case Manager/Community Health Worker will conduct screenings and individual needs assessments in family homes and other community venues as appropriate. Responsible for engaging clients; implementing screening tools; identifying areas of need; developing action plans; ensuring referrals are made to appropriately matched services; and providing ongoing support and monitoring.

Qualifications:

  • Community Health Worker Certification preferred.
  • Bachelor’s degree preferred.
  • Ability to complete training and meet all requirements to be certified as a Community Health Worker within the first 6 months of employment.
  • Spanish bilingual preferred.
  • Valid driver’s license, auto insurance and reliable transportation.
  • Ability to work independently and as an interdependent team member.
  • Ability to provide services in clients homes, health clinic, community locations and other agency sites.
  • Ability to have a flexible schedule to include some evenings.
  • Prior experience in behavioral health and/or crisis intervention preferred.

Responsible for engaging clients; implementing screening tools; identifying areas of need; developing action plans; ensuring referrals are made to appropriately matched services; and providing ongoing support and monitoring.


Qualifications:

  • Community Health Worker Certification required; Bachelor degree preferred.
  • Ability to complete training and meet all requirements to be certified as a Community Health Worker within the first 12 months of employment.
  • Spanish bilingual preferred.
  • Valid driver’s license, auto insurance and reliable transportation.
