Position Summary: Responsible for partnering with families and providing supportive assistance with housing for clients in the Permanent Supportive Housing program. This includes negotiating with landlords, providing housing stabilization services, and teaching skills for housing sustainability, such as budgeting and tenant rights and responsibilities. The role of the Housing Navigator is to empower the family toward self-sufficiency.


Qualifications:

  • Associates degree in human services (psychology, social work, marriage/family, etc.) or equivalent combination of education & experience required. 
  • Experience working in diverse settings with people across all socio-economic spectrums and a wide variety of personalities and roles – staff, residents, local agencies, contractors, lenders, etc.
  • Excellent organizational, computer skills, and customer skills required.

Fishing Partnership Support Service, is a non-profit serving the commercial fishing industry in Massachusetts. We are hiring a CHW for a new office we are opening in Point Judith, RI. This CHW will be focused on improving the health, safety and economic security of commercial fishermen and their families with a primary focus on access to health insurance through the state of RI.  Most of the job is on-the-job training, this person does not need to be a certified CHW, but willing to go through training to get a certification as well as go through the CAC training through RI.  The most important quality this CHW will have that is key to hiring is their connection to the commercial fishing industry in Rhode Island.  We understand this is a specific ask, but it is our model to hire within the industry to provide culture competency in the most holistic way.

Job Description

The RI Health Insurance Navigator provides access to health insurance enrollment for fishermen, fishing families, and fishing communities. This position works within the Community Health department at Fishing Partnership, alongside a team of Community Health Workers (known as Navigators). Our team of Navigators provide commercial fishermen and their families with access to health, safety and economic security programs and services.
ESSENTIAL FUNCTIONS:

  • Support fishermen, their families, and coastal community members with access to health insurance enrollment through Health Source RI, and other state-based programs.
  • Provide fishing families and community members with access to post-enrollment services, including access to providers, support with completing post-enrollment documentation, and more as required.
  • Log meetings, phone calls and interactions in Fishing Partnership database on a weekly basis.
  • Provide outreach for all Fishing Partnership health insurance enrollment programs.
  • Provide referrals to community-based organizations, government supports or other programs and resources (e.g. SHINE, SNAP benefits, or financial resources).
  • Provide outreach for other Fishing Partnership programs in RI, including Safety Training courses.
  • Join fishing industry meetings and Community Health Worker networking opportunities and training as needed.
  • Cultivate relationships with partner organizations and stakeholders through providing information and education regarding Fishing Partnership programs and services, especially access to health insurance.
  • Participate in project teams as needed.

Mental Health and Substance Use Disorders Course Completion – July 26, 2025
This past Saturday, July 26, 2025, the first section of the Mental Health and Substance Use Disorders Course was successfully completed. This 30-hour training is valid for the new Mental Health and Substance Use Disorders endorsement from the RI Certification Board. A total of 8 Community Health Workers completed the course and are now ready to formally apply for the endorsement, expanding their competencies to better support communities facing mental health and substance use challenges.

Mental Health Community Health Worker Graduation – July 28, 2025
This past Monday, July 28, 2025, the Graduation and Recertification Ceremony for the Mental Health Community Health Worker Course was held at the Rhode Island State House Library. This course represents the most advanced specialization in mental health for Community Health Workers. A total of 13 CHWs successfully completed the 180-hour training, reaffirming their commitment to the emotional well-being of their communities. The event was attended by political leaders, community partners, and family members, who came together to recognize the effort, dedication, and transformative work of these essential professionals within the public health system.

EOHHS’s Response to Medicaid Comments

EOHHS Released Response to Comments 7/25/25
We would like to thank those of you who took the time to comment on the proposed changes to the State Plan Ammendment regarding CHW reimbursement by Medicaid. On Friday, EOHHS released their feedback to the commentary. The results are disheartening and we endeavor to remain hopeful for resilience through tumultuous times. Please view their responses here.  

While we are still digesting this information, we wanted to ensure it was made available to those most affected ASAP. 

Unfortunately, the critical role of CHWs and the opportunities to support their important work through Medicaid reimbursement has been adversely impacted by the fraudulent behavior of several bad actors who misappropriated Medicaid funding for their own purposes. In contrast to this behavior, countless times Rhode Island has been referenced on a national level as a glowing example of what a robust and advanced CHW workforce can accomplish. In our opinion, rather than narrowing eligibility or coverage, the state should provide adequate support for CHW services as a high-value strategy to reduce Medicaid’s overall cost of care, especially in light of the challenges and burdens our systems are currently facing. 

Dr. Tonya Glantz, Executive Director of RIC’s Institute for Education in Healthcare and CHWARI’s Administrator, stated her frustration, “It is unconscionable that after all of our hard work over multiple years that dishonest people have taken all of this effort and undone it. It is inexcusable.”

Over the past month, CHWARI, CHWs, and a variety of community-based organizations collaborated on a document to suggest specific changes and compromises in the Medicaid provider manual and to strongly recommend that EOHHS establish a comprehensive community consultation process. It was submitted to EOHHS, and while we hoped that the suggested changes would be implemented at this time, we now hope that the commentary will provide a foundation for future advocacy efforts. CHWARI has reached out to EOHHS multiple times, expressing the importance of collaborating with Medicaid to provide necessary training to CHWs and employers on Medicaid billing. Now that results of the commentary have been delivered, we will further advocate for training for those who still have questions on how to appropriately bill/operate under the new guidelines.  

Lastly, we know that many CHWs are scrambling to submit for certification before the October deadline. We have culled a list of upcoming trainings for those who still need education hours and posted it here. We have both a bilingual certification workshop and a re-certification/ specialties workshop this week. We will continue to offer one-on-one portfolio help to those who have completed CHW training and who have read the RICB CHW application completely. 

This is a tough beat. After we’ve all had time to carefully consider the current scenario, we would like to use this time as an opportunity to foster collaboration, connection, and support for each other. •Manage, organize, coordinate, and oversee the deliverables associated with the National Diabetes Prevention Program (DPP) in Rhode Island for the Diabetes and Cardiovascular Health Program.

•Oversee the day-to-day operations of the National DPP program in partnership with community-based and health care organizations across the state.

•Responsible for ensuring and increasing access to and availability of the National DPP statewide, prioritizing communities where adults are at high risk of developing prediabetes.

  • Documents and reports all quality and patient safety events by recording and adhering to all of Brown University Health�s safety reporting guidelines.
  • Performs all job functions in compliance with applicable federal state local and company policies and procedures.
  • Ability to travel to attend meetings with patients PCPs and other members of the care team
  • Attend staff meetings and education offerings both in person and via teleconference as required.
  • CHW is considered a resource expert in the assigned community/region
  • Performs other duties as assigned

REQUIRED QUALIFICATIONS:

  • Minimum of 3 years healthcare public health or community-based experience
  • Current unrestricted Driver�s License
  • MS Office Suite
  • Possess basic knowledge of healthcare system and resources available in their geographical region
  • Experience working with disadvantaged populations SU populations and those impacted by social service needs
  • Understanding of language culture and socioeconomic circumstances and desire to work with diverse population. Knowledge of the impact of culture on health illness health practices health beliefs access to care and participation in treatment and services. Demonstrated oral and written communication skills and is comfortable working with individuals from cultural and linguistically different backgrounds who face barriers in obtaining care and support services.
  • Ability to serve on a multi-disciplinary care team and update team members on important clinical important and/or barriers to patient reaching health care goals
  • Understanding of how to advocate and work with patients so that he/she is in the best position to determine what they want and need promoting the persons� right and capacity to make decisions themselves as well as encouraging and teaching patient self-confidence that will enable them to become self-advocates
  • Knowledge of key principles of working with patients with disabilities � self-determination self-advocacy and person/ family centered individual planning that allow persons with disabilities to live in the safest and least restrictive community-based setting.
  • Understanding and respect for disability culture and barriers that prevent individuals from receiving appropriate and quality care. Dependable and responsible. Open minded committed and respectful of our members with chronic/complex illness and or disabilities.
  • Highly motivated and capable of self-directed
  • Outstanding interpersonal skills of foremost importance to interact with families and patients.
  • Exceptional organizational skills: ability to multi-task and work independently and as part of a team

EDUCATION:

High school diploma required. Bachelor�s degree preferred

A combination of physical and mental abilities to effectively serve their communities. Physically they need to be able to stand for extended periods navigate diverse environments and potentially lift or carry light objects. Mentally strong communication empathy and problem-solving skills are crucial for building trust and facilitating access to healthcare and social services.

Who Needs Training Hours?

We know many CHWs are working hard to get the training/education hours they need for certification and re-certification. A reminder – many documented, professionally-led trainings in any of the CHW domains would ‘count’  towards the 70 hours needed for CHW certification or the 20 hours required for re-certification (which must include 3 hours in professional ethics education).

Detailed education requirements are found on page 2 of the RICB CCHW application, including things like you cannot count the same training twice. 

We list trainings on our website when time permits, and share them in this newsletter.  We have gathered a few upcoming ones below.  Those hours add up!  It is very possible to get to 70 hours by October!

New England Public Health Training Center offers MANY appropriate trainings, ranging from 45 minutes to multiple hours.  They have a page devoted to CHW trainings here – but do browse their other self-paced offerings here!!!  

Patient Navigation Community Health Worker Training offers a 15 short courses in English And seven courses in Spanish including: 
Motivational Interviewing for Vaccine Hesitancy – 1 hour
Cultural Navigation- 1 hour

American Diabetes Association-Many courses including one specifically for CHWs – 1 hour

Announcing CHWARI’s Advisory Council!



The Community Health Worker Assocition of RI (CHWARI) is excited to announce our newly appointed Advisory Council!  These devoted and informed advocates will shape and direct the future of CHWARI for the next two years.

For years the CHWARI worked under an Executive Director model and we are grateful for Dr. Sarah Lawrence and the energy and passion she brought to that role.  She was a fierce advocate for more CHW voices at the decision-making table.  To that end, in 2024 she began the process of forming an Advisory Council to govern and direct CHWARI.  We are proud to announce this robust group of devoted and informed advocates. 

As CHWARI approaches the end of the CCR-19 grant, sustainability is a big concern.  As many smaller organizations must curtail their programming, by being part of the robust environment of RIC’s Institute for Education in Healthcare, CHWARI will continue uninterrupted.  IEH is committed to supporting CHWARI with a continued focus on our commitments to CHW: training, networking, communications, and advocacy.

The launching of the CHWARI Advisory Council reflects an intentional evolution of CHWARI and the importance of CHWs’ leadership within the Association, which has been part of the plan for CHWARI since it moved to RI College in 2018. Our choice to move from an Executive Director model to an Advisory Council allows multiple CHWs to make decisions on how the organization moves forward including: recommending what trainings should be offered and how staffing should be managed.  Rather than one talented individual making decisions, we now have seven. 

Change can feel uncomfortable.  In reassurance, we remind you that in the last six months, CHWARI has offered more certification and re-certification application workshops in English and Spanish than ever before, including offering one-on-one portfolio coaching.  We have collaborated with partners to advertise more core training opportunities than in previous years, even if we were not the training provider. In partnership with IEH, CHWARI has been able to provide Core training to close to 500 individuals in the last 3 years, where over 200 entered CHW apprenticeships with support for becoming certified CHWs. Twenty five apprentices have already become certified in 2025 with our help.  And all while the sky has been falling… Our hope is that with the informed guidance of the Advisory Council we continue to serve you even better in the decades to come!
